Abstract 共同住宅の空き家率は、住宅価格と相関を持つといわれているが、データの制約から市場に出現した物件しか観測できなかった。本研究では電力スマートメータを利用することで建物レベルでの空き家率を観測し、住宅価格との関係を分析する。賃貸物件データおよび電力スマートメータデータは民間企業から提供頂いたものを利用するが、住所に緯度経度情報が付与されていないため、前処理が必要となる。前処理においてテキストベースの住所をアドレスマッチングにより緯度経度に変換し、住宅地図の建物ポリゴン上にデータを集約させる。それにより、建物レベルでの住宅価格と空き家率を回帰分析することで、両者の相関を分析する。本研究は空き家の外部性の存在、およびその度合いを定量的に検証するものであり、空き家税の導入をはじめとする住宅政策に対して課税率や課税範囲などの議論に示唆を与えるものである。
Apartment vacancy rate is correlated with housing prices according to previous studies, but due to data limitations, the studies have only observed properties that have appeared on the market. In this study, we use smart meter data to observe the building-level vacancy rate and analyze the relationship with housing prices. We use data on rental properties and smart meter data provided by private companies, but preprocessing is necessary because the addresses do not have coordinates. The text-based addresses are converted to latitude and longitude by address matching, and the data is integrated to the building polygons of the housing map. We then analyze the correlation between housing prices and the vacant housing rate at the building level, employing a series of regression analyses. This study quantitatively verifies the existence and degree of externalities of vacant housing units, and help policy makers to discuss taxation rates and the scope of taxation for housing policy, such as introducing a vacant house tax.
