Abstract 津波浸水想定区域における避難計画等の場面で，避難シミュレーションは多く活用されている。しかし，被害推定や減災対策評価において，物的被害が津波避難時の円滑性・安全性に及ぼす影響や，地域住民の共助活動（救助・消火活動）の効果は十分に考慮されていない。
本研究では，まず，木造住宅密集地域用に開発した大地震時の物的被害・人間行動シミュレーションモデルを拡張する。具体的には，全国規模で整備されている建物GISデータ（建物構造や建築年次等の推定属性情報付き），携帯電話GPSデータをもとに推定した都市内滞留者・移動者分布データ，および，別途実行した津波浸水シミュレーション結果を入力可能とすることで，大地震時の物的被害（建物倒壊，道路閉塞，火災延焼）や多様な人間行動（避難行動，救助活動，消火活動等），発災日時の違い等を考慮しながら，津波による人的被害を推定可能なシミュレーションモデルを開発する。次に，開発したシミュレーションモデルを用いて，南海トラフ地震時の津波浸水想定区域（高知市等）を例に，多数のシナリオを想定してシミュレーションを実行する。蓄積した膨大なシミュレーション結果は，シナリオ評価や大地震時リアルタイム被害推定手法の構築等に利用する。さらに，津波浸水想定区域における各種減災対策（避難計画の検討や市街地整備等）を，シミュレーションにより定量的に評価する。Evacuation simulations are often used for disaster mitigation planning in tsunami inundation hazardous
areas. However, the influence of property damage (i.e., building-collapse, street-blockage, and fire-
spread) on the smoothness and safety in evacuation from tsunami and the effects of mutual-help
activities (rescue and firefighting) in local community are not considered enough.
In this research, we first extend the simulation model which describes both property damages and
human behaviors in densely built-up wooden residential areas. More specifically, we develop a
simulation model to estimate human damage caused by tsunami, which can take into account
earthquake occurrence time/day, property damage, and various human activities (evacuation, rescue,
and firefighting). In the simulation model, the building data (with estimated attribute information such as
structure and construction year) covering the whole Japan, the data on spatiotemporal distribution of
people based on GPS data from mobile phones, and the results of tsunami inundation simulation are
used as input data. Next, using the simulation model, simulations are performed on the assumption of
many scenarios in some tsunami inundation hazardous areas (e.g., Kochi city) in the event of the Nankai
Trough earthquake. The simulation results are applied to scenario evaluation and development of real-
time damage estimation method for large earthquakes. Furthermore, the effects of various measures
(such as evacuation planning and urban improvement to reduce the vulnerability to
earthquake/tsunami/fire-spread) in tsunami inundation hazardous areas are evaluated quantitatively by
simulation.
