Abstract 日本では、昭和61年から国の施策として無電柱化を推進しており、平成28年に「無電柱化の推進に関する法律」が施行し、平成29年には「東京都無電柱化推進条例」が施行された。しかし、欧米の主要都市における無電柱化率が90％以上なのに対し、日本は東京23区でわずか8%しかないというのが現状である。
現在、無電柱化事業を行うに当たり、基準となる無電柱化の便益のデータがない。無電柱化を行うことで、街の景観向上等により、周辺地域に地価（家賃）を上昇させる効果があるとされるが、どの程度の便益があるのか。また、無電柱化する場所（都心か郊外、用途地域、観光地等）によって便益の大きさに違いがあるのかを計測したい。
本研究では、東京都の無電柱化データを使い、周辺の家賃を被説明変数としたDID分析を行う。また、交差項によって、無電柱化する場所による便益の大きさの違いを測定する。Japan has been promoting the elimination of utility poles as a national measure since 1986, and the “Act on Promotion of Non-Utility Poles” was enforced in 2016. The Ordinance on Promotion of Non-Utility Poles” of Tokyo was enforced in 2017. However, the current situation is that Japan has only 8% in Tokyo's 23 wards, compared to 90% or more of non-electric poles in major cities in Europe and the United States.
At present, there is no standard data on the benefits of non-electric poles for conducting non-electric pole works. It is said that non-electric poles increase land prices (rents) in the surrounding area by improving the cityscape, etc. and how much benefit is there? In addition, I would like to measure whether there is a difference in the benefits depending on the location where the utility pole is converted (city center or suburbs, use areas, sightseeing spots, etc.).
In this study, DID analysis is performed using non-electric pole data in Tokyo and surrounding rent as an explained variable. I also measure the difference in benefits depending on the location where the utility poles will be removed by the cross term.
