Abstract 都市では、人口減少や都市間競争が加速する中、いわゆる中心市街地である「まちなか」にいかに人を呼び込むかが課題となっている。まちづくりには長時間を要する施策が多いが、最近では小規模・短期間のイベントや社会実験などの小さな実践も盛んに行われている。まちづくりを戦略的に進める上では、長期的な方向性を検討するための評価とともに、小さな実践を適時に評価する手法と、それらから得られる関係者が納得できる指標が必要である。本研究では、歩行者量の長期時系列データや歩行者流動データと、都市形態（建物用途やその空間的配置）や小さな実践を含むまちづくり活動の関係を明らかにし、これらのまちづくり活動を評価する新たな評価手法を開発することを目的とする。本研究に用いるデータの一部である歩行者量や流動は、IoT技術により常時観測できるものであり、スマートシティ時代にふさわしいまちづくりのツールになると期待される。
In urban areas, how to attract people to downtown area has become an important issue as progressing of population decline and competition between cities. Many measures take a long time to create downtown, but recently small practice such as small-scale and short-term events and social experiments have been actively conducted. In order to promote urban development strategically, it is necessary to evaluate in order to consider the long-term direction, as well as a method to evaluate small practices in a timely and indicators that can be convinced by the persons concerned. In this study, we analyze the relationship between long-term time series data of pedestrian volume and pedestrian flow data, and urban development activities regarding urban form (usage of buildings and those spatial arrangement) changing, history of small practices. Based on results of the analysis, we develop the new evaluation method of urban planning activities. The pedestrian volume and flow, which are part of the data used in this research, can be constantly monitored by IoT technology, and are expected to be a tool for urban development suitable for the smart city era.
