Living in a Ghost Town: The Geography of Aging and Depopulation

The aging and declining population is a major challenge in the developed world. This paper studies how this process progresses across different regions within a country and studies the policy implications. Using spatially disaggregated data from Japan, we show that depopulation and aging progress more rapidly in less populous areas. We also show that this pattern is driven by young people’s net out-migration from depopulated areas rather than natural population change from birth and death. Motivated by the evidence, we develop a dynamic life-cycle spatial equilibrium model that explains this phenomenon. We also use our model and the spatially disaggregated data to study how the expected fertility rate decline affects the patterns of aging and depopulation across geography. We also study policy implications.
