Abstract

This project investigates whether the large-scale construction of public housing in Japan has shaped the spatial concentration of foreign residents and how such concentration has affected neighborhood socioeconomic outcomes. While previous studies have extensively examined discrimination against immigrants in housing markets, little is known about the long-term role of public housing as a housing safety net for foreign residents. Japan provides a unique setting because most large public housing complexes were constructed before the rapid increase in the foreign population after the 1990s.

The project combines nationwide geospatial information on public housing complexes with small-area census data and other regional socioeconomic datasets. Geographic Information Systems (GIS) will be used to measure proximity to public housing and analyze long-term changes in the spatial distribution of foreign residents. The study further examines neighborhood outcomes, including educational performance, crime, labor market composition, and demographic change. By exploiting the historical distribution of public housing, the project aims to identify the causal effects of public housing on immigrant settlement patterns and neighborhood development. The findings will contribute to research on urban economics, housing policy, and immigration while providing policy implications for housing assistance and immigrant integration.
