Promoting circular economy in the construction industry

This study investigates how interactions among project clients, general contractors, and waste-treatment operators can enable recovered construction materials to re-enter the building sector rather than undergo lower-value cascading uses. Focusing on Tokyo, it examines how procurement practices, contractual relationships, information sharing, and spatial conditions influence closed-loop material circulation. The datasets requested through JoRAS will provide the spatial foundation for characterizing the building stock and contextualizing construction and demolition activities. Combined with public statistics, project case studies, and stakeholder interviews, these data will support an investigation of how material recovery can be connected to demand for secondary materials in building projects. The analysis will distinguish material collection and recovery from actual substitution for primary materials, considering quality requirements, processing capacity, transport distances, and the timing of supply and demand. The research will identify coordination barriers across clients, contractors, and treatment operators, and assess potential interventions such as procurement commitments, material traceability, and earlier collaboration between demolition and construction projects. The findings will inform organizational and spatial strategies for retaining material value within the building sector and reducing dependence on primary resources.
