Abstract With growing emphasis on sustainable and health-conscious urban living, slow transportation systems—particularly walking and cycling—have become central to mobility policies. These modes aim to reduce carbon emissions, promote public health, and enhance public space accessibility. However, their rise has introduced new spatial challenges, particularly conflicts between pedestrians and cyclists in areas lacking clear mode separation. These are common in commercial districts, narrow streets, and shared sidewalks, stemming from differences in speed, movement patterns, and spatial claims. In Tokyo, many areas still rely on shared-use zones, yet limited empirical research exists to pinpoint when and where such conflicts occur and their severity.This study aims to identify, quantify, and visualize high-conflict zones between pedestrians and cyclists using Real People Flow data, with the goal of supporting better street design and mobility infrastructure planning. By revealing the spatial patterns of pedestrian–cyclist conflicts in real urban contexts, the research will provide data-driven recommendations for infrastructure improvements—such as the implementation of dedicated bike lanes, speed control measures, and signage enhancements. Furthermore, it will explore how conflict severity varies according to demographic attributes such as age, gender, and time of day, offering equity-focused insights. Conflict hotspots will also be cross-analyzed with accident data to assess actual risk levels, while POI density and land-use characteristics may help elucidate the relationship between conflicts and urban vibrancy.
