Abstract Japan is often lauded for its extensive railroad network. However, public investment in such transport infrastructure has at times been contentious due to high costs, potentially localized benefits, and environmental and other concerns. This project examines the political economy of railroad construction in postwar Japan to study how political incentives shape the spatial allocation of transport infrastructure, disentangling competing motivations behind infrastructure placement including electoral considerations, aggregate income gains, and regional redistribution. We develop a spatial general equilibrium model that links political decision-making to the economic effects of network expansion, which is then estimated to quantify how alternative rail networks affect population distribution, wages, land use, and income. This project provides insight into the trade-offs policymakers face in allocating infrastructure and how political and economic considerations jointly shape the evolution of the transport network.
