研究内容
Abstract

効果的かつ持続可能な災害リスク削減（Disaster Risk Reduction）のためには、現存する災害リスクのみに着目するだけでは不十分であり、いかに開発過程で将来の災害リスクを増加させないようにできるかが重要である。かかる視点は、成長著しい開発途上国では特に重要であるが、短期的な経済利得を重視する社会傾向や、また自然災害発生の不確実性が意思決定を妨げており、いわゆる災害リスク増加型開発が拡大することを効果的に抑制できておらず、自然災害による経済損失は増加の一途である。日本は、人口減少期に突入し高齢化の問題にも直面し経済低成長時代のただ中にあるが、過去の近代化と急成長過程では災害リスク増加型開発が同様に行われてきた。日本における都市開発と災害リスク増減の関係履歴を明らかにすることは、現在急成長をおう歌する開発途上国にとっても有用な教訓・知見となるはずである。このような目的から、1970年代から人口分布状態と洪水リスクとの関係を分析し、都市による傾向に違いがあるのかどうかを把握したうえで、その可能性要因（歴史、文化、きっかけ、地政学など）について議論・検証する。
