Abstract

中山間地域における人口減少・高齢化による地域共同体の崩壊は日本各地で顕在化し，限界集落問題として注目されてきた．今後20年間にこの問題の深刻化はピークを迎えるとされており，これらの地域にいかに行政サービスを提供するか，あるいは撤退戦略を検討するかは喫緊の課題である．本研究は，限界集落問題の事例として高知県吾川郡仁淀川町長者地区に着目し，行政サービス等の持続可能性に関する検討を行い，地元住民との議論を通して地域の将来像構築に向けた議論を行うことを目的とする．まず，長者地区に関する議論の前提条件となる基礎情報を提供するため，広域的・長期的な視点に立ち，四国圏・高知県，その一地域としての仁淀川町・長者地区の行政学的・都市計画的分析を行う．具体的には、社会経済状況の現状把握，人口・経済・産業・自治体財政・行政の指向など将来シナリオ設定を通して，長者地区のありうる姿を提示するとともに，広域計画論と空間統計解析・空間情報可視化手法などとの融合を目指す．また，防災・福祉・交通・教育等の行政サービスに関するマネジメント技術の将来像を検討する．特に，厳しい財政制約の下で，人口減少集落に対してどれだけの行政サービスを提供可能かを，公平性の観点を考慮に入れつつ，都市域との比較を行い考察する．
