研究内容
Abstract

特別支援学校の生徒数は、平成21年度から令和元年度にかけて約6万2千人から約7万5千人へと約1.2倍増加した。障害を持つ人々を含めた教育機会の平等の実現は重要度を増している。特に、今年は東京パラリンピックが開催され、教育機会の平等に対する関心が高まっていると考えられる。本研究では、特別支援学校の立地および立地政策の変遷を調査し、今後の特別支援学校の立地政策について考察する。まず、東京都を対象地域とし、特別支援学校が新設または統廃合された各年の周辺地域の社会経済状況を調査する。一般学校についても同様に調査し、特別支援学校の新設・統廃合の傾向との差を明らかにする。さらに、特別支援学校の設立の歴史や立地政策の変遷を調査し、今後の立地政策について考察する。
